Laboratories/Inspection Agencies
Under ICC-ES Rules of Procedure, it is generally true that test reports in support of evaluation-report applications must come from laboratories accredited (for the specific test method under consideration) by the International Accreditation Service, Inc. (IAS), or by another accreditation body that is a signatory to the Mutual Recognition Arrangement (MRA) of the International Laboratory Accreditation Cooperation (ILAC). As regards evaluation reports requiring periodic inspections of the manufacturing facility by a third-party agency, ICC-ES Rules of Procedure state that the inspection agency must be accredited by IAS or by an accreditation body that is a partner of IAS in an MRA.

When a report applicant desires to use a nonaccredited laboratory, as allowed in Section 4.2 of the Rules of Procedure for Evaluation Reports, ICC-ES must be contacted prior to the commencement of any testing. The on-site assessment will be done by ICC-ES or its representative immediately before or at the time of testing, and the laboratory will be assessed, using the ICC-ES Nonaccredited Laboratory Checklist (right-click here
and save the checklist), to determine whether the laboratory complies with ISO/IEC 17025 for the work in question. In the case of nonaccredited laboratories, the acceptance of test reports by ICC-ES shall pertain only to the test method and test specimens under consideration during the on-site assessment of the laboratory.
