WFTAO
Annual Meeting
November 1-3, 2006
ICC-ES
will host the World Federation of Technical Assessment Organizations (WFTAO)
annual
meeting in Pasadena, California, November 1-3. A full-day session
will highlight the ICC-ES process for technical recognition of building
products in the U.S., as well as other accreditation and evaluation topics.
The seminars will be held November 1 at the Westin Pasadena Hotel. The
seminars will be open to WFTAO members and the public.

Due to recent revisions
of ISO/IEC 17025, laboratories and product certifiers need to ensure that
their staffs are aware of new requirements and have the insight and tools
needed to implement them. The International Accreditation Service (IAS)
is hosting
training courses for laboratories and product certification organizations
that will provide a comprehensive overview of ISO/IEC Standards 17020 and
17025 for inspection agencies and laboratories, respectively. The November
13-15 Standard 17025 course and the November 16-17 Standard 17020 course
will be held at the Westin Los Angeles Airport Hotel. The courses may be
taken separately or combined.
IAS
is also holding a training course on Uncertainty in Measurement (MU) November
2-3 in Rosemead, California (near Los Angeles). Program participants gain
an understanding of the accreditation requirements of ISO/IEC Standard 17025
regarding MU reporting, and the measurement processes and concepts behind
estimating and controlling MU.

Advisory
Committee Meets in Orlando
The Evaluation
Service Advisory Committee (ESAC) held its first meeting in Orlando,
Florida, during the ICC Annual Conference. The newly elected officers
are Chairman Mark Crawford (Simpson Strong-Tie), Vice Chairman Ted DeVit
(DeVit Consulting), and Secretary John Taecker (Underwriters Laboratories,
Inc.). The Committee appointed a task group to draft its operating rules,
and most of the discussions focused on what the main features of the rules
should be. The Committee will meet in January 2007 to finalize the operating
rules, establish the meeting dates for 2007, and begin discussions related
to the improvement of ES and applicant efforts.

Board Moving Forward
The ICC-ES Board of Directors met during the ICC Annual Conference in
Orlando and discussed numerous subjects related to ES operations. Staff
noted that ICC-ES is considering new Evaluation Committee meeting locations
coordinated with ICC chapters in different regions. This would provide
the opportunity for ICC members nationwide to become more familiar with
the ICC-ES product evaluation process. Proposed
revisions to the acceptance criteria process were also discussed,
with the Board offering support
for the changes.

Steve Thorsell, ICC-ES
Regional Manager (Chicago Regional Office), has
been appointed to the National Council of Architectural Registrations
Board (NCARB) Architectural Registration Examination (ARE) for a tenth year
as ICC's representative. ICC participates in the committee to provide support
for code-related exam items. Thorsell was also selected to serve on the
Resources, Building Materials and Solid Waste sub-committee to establish
the Green Globes environmental assessment and rating systems as an
American National Standards Institute standard. The Green Globes program
helps building owners measure the environmental performance of their building.

Evaluation Committee approves new acceptance cri-teria. At the
October 4-6, 2006, Evaluation Committee meeting in Birmingham, Alabama,
the Committee considered 28 items, of which 23 were approved. Read

2007 Meeting Schedule
New building products and technologies are constantly being developed.
When there are no clear requirements in the code for new products and
methods, the Evaluation Committee of ICC-ES approves acceptance criteria
used to evaluate new products. The 2007 meetings will be held in Los Angeles
and Birmingham as noted below:

Sr. Regional Manager Michael Beaton responds to questions following
his presentation on requirements for quality documentation and inspection
of manufacturing facilities.

With a combined audience
of more than 65 in attendance, forums on requirements for quality documentation
and data submittal were conducted by senior ICC-ES staff members in conjunction
with the October ICC-ES Evaluation Committee meetings in Birmingham.
The
forums discussed ICC-ES requirements for quality documentation and inspection
of manufacturing facilities, which included instruction on the new, streamlined
AC10 procedures, and how the technical review process could be accelerated
through a cooperative effort. Report holders, laboratory representatives,
consultants and others attended the forums during which ideas and questions
were discussed in detail.
The
attendance and input at these forums was so positive that staff is considering
ongoing presentations before each Evaluation Committee meeting. View

ICC-ES is working on
new ways to speed up the ES evaluation process and better utilize technical
staff expertise. President John Nosse met with ES technical staff in Birmingham
to discuss action that ES senior management is considering to better serve
ES applicants. Nosse emphasized the importance of continually evaluating
internal processes and maintaining uniformity and fairness. He reinforced
an important message: life safety in the built environment is always
paramount.

An assessment team from
the American National Standards Institute (ANSI) visited the Los Angeles,
California, business office of ICC-ES in August for its annual reassessment
that is required under the ANSI program for accreditation of organizations
certifying the code compliance of building products. The two-person team,
consisting of lead assessor Lynne Neumann and technical expert Joel Miller,
reviewed in detail the ICC-ES quality system, including policies, procedures,
records keeping, staff training, the work of ICC-ES committees and advisory
bodies, and interactions of ICC-ES with its subcontractors and manufacturers.
The ANSI team found only two relatively minor items in the ICC-ES program
requiring correction. They also officially commended ICC-ES for the speed
and efficiency with which it handled corrective actions from the last 2005
assessment. The 2006 ANSI reassessment will conclude in late October/early
November with visits to the ICC-ES offices in Birmingham and Chicago.

Board Wally Bailey, Director
of Development and Construction for the City of Fort Smith, Arkansas, was
elected President of the ICC
Board of Directors during ICC's Annual Business Meeting. Steven I. Shapiro,
Director of Codes Compliance for the City of Hampton, Virginia, was elected
Vice President, and Adolf Zubia, Fire Chief for the City of Las Cruces,
New Mexico, was elected Secretary/Treasurer. Members also elected
six Directors.
Weiland
Named CEO;
Announces Appointments
The ICC Board of Directors
promoted the association's Chief Operating Officer, Rick Weiland, to the
position of Chief
Executive Officer. Weiland, who has been ICC's COO for the past three
years and has more than 20 years experience working in the public sector
and not-for-profit world, succeeds James Lee Witt.
Weiland has announced the appointment of Dominic Sims as Chief Operating Officer. Sims, who has served ICC as Deputy Chief Operation Officer for the past three years, will be responsible for the company’s day-to-day operating activities including growth, financial performance, short-term and long-range planning and strategic business activities.
Weiland
has also announced the appointment of David deCourcy as Senior Advisor to
the CEO. deCourcy will assume additional responsibilities in addition to
serving as General Counsel, including overseeing the activities of ICC’s
three subsidiaries: ICC-ES, International Accreditation Service (IAS) and
the ICC Foundation. This oversight will be consistent with those organizations'
by-laws, ICC policies and principles of corporate separateness. |
