ICC-ES Adds Technical Staff
To better serve report applicants and report users, ICC-ES has recently added
three members to its technical staff and expects to add two more staff members
in the near future.
Michael O'Laire, with more than 30 years of experience in engineering
and structural design, is now working as a staff engineer at the ICC-ES Birmingham
office. During his long career, O'Laire has designed highways; worked on power
plants, paper mills and pollution controls; designed industrial structures
and their foundations; performed structural analysis; and contributed to major
building projects throughout the American South. O'Laire is a licensed Professional
Engineer in three states.
Chris Allen is a mechanical engineer with a degree from the University
of Arkansas. Before joining the ICC-ES Los Angeles office as a senior staff
engineer, Allen was with Underwriters Laboratories (UL) in Santa Clara, California.
At UL, he managed investigations into the performance and safety of building
and consumer products, developed standards for fire protection materials and
equipment, conducted field evaluations, worked with local authorities to determine
the acceptability of UL-certified products under the building codes, and directed
the efforts of both administrative and laboratory staff. Allen is a licensed
Mechanical Engineer in California.
Yamil Moya holds a degree in civil engineering from California State
University at Long Beach. A senior evaluation specialist at the ICC-ES Los
Angeles office, Moya worked previously for RADCO, a nationally recognized
testing laboratory based in Long Beach. At RADCO, he developed and managed
a variety of testing programs to evaluate construction materials for compliance
with building codes. He also performed product and engineering analysis, developed
quality control procedures for the manufacture of building products, wrote
test reports, created CAD drawings, prepared proposals, and supervised the
work of laboratory technicians. Moya is bilingual in Spanish and English and
holds a California EIT (Engineer in Training) certificate.
Two additional engineers, Mahmut Ekenel and Jason Smart, are
expected to join ICC-ES in the near future. Ekenel holds a Ph.D. in civil
engineering from the University of Missouri and has authored numerous technical
articles, papers and presentations. Beginning in September, he will be working
at the ICC-ES office in Los Angeles. Jason Smart has a master's degree in
civil engineering from Virginia Tech and worked previously as a project engineer
at the Institute for Business and Home Safety. Smart has accepted a position,
starting in October, at the Birmingham office of ICC-ES.
