About the ES & IRL Cooperation

ICC Evaluation Service (ICC-ES), the premier product evaluation/listing agency in North America, and Innovation Research Lab (IRL), one of the most respected product testing/research labs, have entered into a cooperation agreement in order to better serve the manufacturers of building and plumbing products.

This relationship will enable ICC-ES to bring testing, evaluation and listing under "one" roof, essentially creating a "one-stop" agency. A key benefit will be the availability of a front-end test plan, agreed upon by all parties, which will speed up the listing and evaluation report process. It will also minimize delays in obtaining testing data. This cooperative agreement covers a wide range of products in the built environment.

Applicants remain free to continue to use any accredited testing lab in connection with evaluation reports and product listings. However, ICC-ES encourages applicants to take advantage of our new relationship with Innovation Research Labs. We are confident that having Innovation Research Labs serve as your guide and advocate through the evaluation process will further our goal of providing the best client experience in the industry.

Q: What is the primary goal of this cooperative agreement?
A: To create a “one-stop shop” for evaluation, certification, inspection, and testing of building/products, and to thereby enhance the client experience in the area of conformity assessment in the built environment.

Q: Have ICC-ES and Innovation Research Labs merged?
A: No. We have entered into a cooperative agreement that defines our respective roles.

Q: What are the benefits of this arrangement to me as a manufacturer?
A: It will provide a streamlined, predictable process and enhance communication between the testing body, the evaluation body, and the client. Notably, this “one-stop shop” process is designed to result in a mutually-agreeable test plan early in the application process. We anticipate that the process will be faster, similar to ICC-ES’ expedited service.

Q: Do I have to have all of the testing conducted through this cooperation?
A: No. You remain free to continue to use any accredited testing lab in connection with evaluation reports and product listings. However, we believe that utilizing Innovation Research Labs will speed up the report process.

Q: Will this arrangement mean that I pay a higher fee?
A: No. In fact, we hope that you would realize costs savings through a shortened timeline for evaluation and testing and a more predictable process overall.

Q: What other services will be available through this cooperation?
A: Innovation Research Labs offers a full suite of market research services to support your product development process, which become available to customers through this cooperation.

Q: What if there are tests that I need that Innovation Research Labs is not able to perform?
A: ICC-ES and Innovation Research Labs have access to a network of subcontracted laboratories that offer a large list of testing capabilities for products in the built environment, with the convenience of a single point-of-contact for coordination and guidance through the process.

Q: If I choose not to use Innovation Research Labs for testing, will this slow down the evaluation process for my report?
A: No. Those reports will continue to be done under our standard process.
